It also deals with problems of updating the current standards for records managements and working out new ones.

Abstract
The paper examines ways of improving the education of students majoring in “Records management and archival studies”. The complaints of the employers about the insufficient professional quality of young records managers can be heard with increasing frequency. These are basically focused on a too large scope of historical subjects and a too small scope of informational technologies used in the records management curriculum. For that reason the issues of modernizing the education of records managers are essential in all the universities concerned. The Faculty of Records Management and Technotronic Archives of the Institute for History and Archives has studied the employers’ complaints and has analysed their causes. As a result it plans to develop a new comprehensive program “Informational and documentation support of management” which will focus on using international technologies in records management.

Abstract
The article highlighted the need to develop a systematic approach to the formation of competencies of state and municipal employees in the sphere of document management. The author marks problems of regulation of competencies for a particular state and municipal employees in this sphere, as well as the problem of the formation of individual of competencies in programs of retraining and improvement of professional training of state and municipal employees. In this connection particularly emphasizes the necessity to form a common “core” of competencies in the sphere of document management within the framework of professional training of state and municipal employees.

Abstract
The article is devoted to the problems and main aspects of the activity of the records managers amid transition to using documents in electronic form, automated technologies of work with documents. The author describes the distribution of roles between the IT service and the records management division in organization of document management, problems of the unification of documents in electronic form, differentiation of approaches to work with electronic documents of different types, categories and terms of storage, the preservation of documents in electronic form.

Abstract
The main stages of new rules of work of organizations’ archives development are reviewed in the report. It also deals with scientific problems, originated during the preparation of the rules’ project, especially concerning the inclusion of electronic records’ positions. The author draws a conclusion on the necessity of profound scientific study of the above-mentioned problems.

Abstract
The article presents a definition of the document as the key issue of archival studies, document management and information. That basic cultural phenomenon arouses an interest of various studies (the law, administrating, management, diplomatics etc.). It also generates an interest of researchers in the literacy, anthropology of culture and medieval studies. The theme encourages the development of scientific and educational structures, as for example, Lublin training program in archiving and records information management.

Article is devoted to developing an approach to the creation of e-learning environment to prepare document managers during the transition to the third generation of standards. The competence approach is described. The use of Tabular description of competence is shown. An algorithm for the development of e-learning module is described. Structure of electronic educational complex is proposed. The proposed approach makes it possible to implement the requirements of the standard.

Abstract
The paper is devoted to the analysis of stages of “electronic revolution” that takes place in Russian records management and archiving. This e-revolution is closely coupled with the reforms in public administration and widespread adoption of the ICT in the business and government. New trends like increasing role of the government databases in public administration and replacement of unstructured paper-based and digital paper-like records with structured digital records and common work in databases are highlighted. The paper also discusses possible consequences of these changes for records management professionals and archivists.

Abstract
The article analyses the legislation on an electronic document as inforce at the date of January 31st, 2015. The author considers key laws and by-laws regulating functioning of electronic documentation, electronic signature and archival legislation. The adaptation process for the usage of the electronic document still continues, but there is already enough material for presenting basic problems and for intermediate summing up.

Abstract
The article analyses the forming and stuffing of the administrative office of the Department of Warsaw Military Governor-General in 1830-1840. The office structure is considered in details and the officials who served there are listed all to a man. Particularly the author pays attention to such characteristics of the officials as confession, family status, educational qualification, working experience and former places of employment.

Abstract
The civilian-military disciplinary commissions functioned in districts during last years of the Polish-Lithuanian Commonwealth (1789-1792). Commissions dealt with the military supply, maintaining the public order, control over measures and scales, social welfare and a parish education. They introduced a new office system then called “Action files” which used to work at some agencies of Polish state. Its generalization was possible thanks to the special instruction published in 1790. That system was more up-to-date than a heavy volume inscription, because it predicted the registration of all white-collar activities, gaining casual documents in folders, making all reports in table formand all documents in blank form.

Abstract
Article is devoted to the representation of the bureaucratic system of the Communist Party in Poland. The structure of this party was a separate organizational culture strictly subordinate to the ideology, in which the party was a legislator and creator of reality. The author identifies and describes the elements of the bureaucratic culture of the Polish United Workers Party which consisted of people, internal party structure, system of personnel advanced training, flow of information, financing, documentation of actions and methods for keeping the memory about its own history.

Abstract
Among the memory institutions operating in Poland there are so-called public social archives, documentation centres run mainly by various non-governmental organizations and individuals. Legally they belong to non-state archival fund, which together with the state one comes to form the national archive fund. The existence of such archives is to be explained by favorable conditions for citizens’ initiatives provided by the democratic state and a progress in the field of IT, which intensively use these centres. Unfortunately to this day public institutions have not used their potential yet. Whereas they are an important element for preservation of documents often unique in their field. The Centre “Karta”, heading the movement of public social archives, is trying to coordinate these centres’ activity.
